Tissue Paper originated way back when the toilet system was developed.    Thomas Edison had a finger in the developments of Tissue Paper.  Tissue Paper was originally toilet paper that was refined. 
Home sewing patterns are generally printed on Tissue Paper.  Even today Tissue Paper is used for patterns.  Ebenezer Butterick made Tissue Paper popular for pattern use.
My guess is that somewhere along the lines someone must have dropped some coloured ink on Tissue Paper.  She must have picked it up and crumbled the Tissue Paper ready for the bin, when a bright Tissue Paper idea struck her.
Thanks to a woman we know have Tissue Paper for Gift Packaging.  This Tissue Paper idea is obviously my wild imagination. 
My son disagreed that Tissue Paper was discovered like that.  His story is that a man in the Tissue Paper factory was responsible for the Tissue Paper invention. According to him all other Tissue Paper was invented by men, so it is obvious that Gift Tissue Paper was also invented by a man.
My question is:  How will a man have known about Tissue Paper to be used as Gift Packaging?
